    THis appears an over development of the site. There is insufficent information regrdaing the future subdivision to assess the actual site area less the drainage easement and therefore plot ratio etc are unclear. The design of the development is oppressive and poor quality presenting as a series of lock up storage units and primarily of a custodial facility rather aged care retirement units. It is difficult to accept the design as in anyway consistent with the character of the area which is predominantly red brick, and pitched orange tiled roofs and two storey to take advantage of the slope. The proposal instead promotes a near monochromatic grey black and light grey single bunker design more appropriate to industrial or inner city modernist locations that suburban Tuggeranong. On character alone it fails numerous but unaddressed criteria in the MUHDC of those mentioned C25 and others. In terms of C33 the half metre encroachment into solar access for a flat roofed bunker suggests even this aesthetically unpleasant design is an over development of the site. The landscape plan is consistent with the minimal overall effort applied to achieving a good quality rather than dense cheap design and is consistent in area, form and function with industrial rather than residential facilities. Even custodial developments such as AMC achieve a higher landscape area and quality of planting than is proposed here by the Govt.
