    Other than being in a Green Wedge Zone for agriculture, this does not suit the foothills to the Dandenong Ranges.
    It is in a dangerous location on a single lane 80 km/h zone with low visibility due being on a sweeping bend.
    With traffic already being congested at peak times this would be worse with the school traffic or the speed reduction to 40 km/h during school drop of & pick up times.
    Also, the school would not be attended by many, if any rate payers from within theYarra Ranges Council area

    I believe this is the 4th separate application for a planning permit for a primary and or secondary school for sites in relatively close proximity to each other in recent months. (2 in Casey and 2 in Yarra Ranges.) All applications have been made in respect of land situated in a Green wedge zone and it is hard to understand where the demand for all these additional educational facilities is coming from. It certainly doesn't appear to be from existing residents. Narre Warren East has only 134 dwellings in total in the suburb, and according to publicly available data, only 3 properties have sold this year, and only 2 are currently on the market. So on this basis, it appears that the applicants are proposing building facilities for prospective residents which implies an expectation that the green wedge zone won't be respected.

    1. The region of Narre Warren East where this application for a proposed primary & secondary school is zoned at the moment Green wedge zone and should remain so unless we want to set a precedent for other uses in the future.

    2. Why do we need a primary and secondary school in Narre Warren East when the volume of demand is not there.

    3. How is this area going to coupe with the volume of car parking , pickup zones, school buses, school crossings and the build up of traffic this brings to this area for now and the future.

    4. Does the shire really want to change the zoning for this area , hope not for future reserved green wedge.

    • The major increase in car and bus traffic as a result of this school if it went ahead would be extreme and all roads in the immediate vicinity would be put under enormous pressure. At great inconvenience and increased risk of accidents to the current users and local residents.

    • There is currently no need for a school in this area and the previous school was closed down due to lack of numbers

    • Does not fit with Green Wedge zone 2 regulations, with major concerns over the large impact it would have on the district of Narre Warren East.

    • Major concerns over the impact on the under ground creek that runs through the property and into adjoining pristine water ways which are habitat for many native animals.

    • To accommodate such a large building the site would need to have most of the current vegetation and established trees removed which we don't agree with.

    • Huge two story building will be completely out of character for the rural area.

    • Substantial increase in noise and light pollution, plus the threat of possible water pollution would have an immediate negative affect on this rural community and the native animals that also reside in this area.

    We do not want an independent school on this site. The land purchased is totally unsuitable for this large project. Narre Warren East is a very small community and in my opinion we do not want a school built on this extremely busy and dangerous Berwick- harkaway road . With site address 56 Edebohls road.
    If a school is needed it is not for the residents of this area. When we moved here 35 years ago my kids went to Beaconsfield and Pakenham schools and I was prepared to drive them back and forth. We moved here for the rural environment and peace and quiet. We did not sign up for a school a stone throw away. I and my neighbours will loose their privacy and will have to deal with a monstrosity of a concrete double storey building with noise and traffic that is dangerous to the area and is just not acceptable.
    We do not want this to be approved. Our council should have the ratepayers as their first interest. Commonsense on location should put this project in the NOT HAPPENING BASKET!

    • There is currently no need for a school in this area and the previous school was closed down due to lack of numbers - there is no plan to increase the number of dwellings in this zone - no justification for a new school.

    • Does not fit with Green Wedge zone 2 regulations, with major concerns over the large impact it would have on the district of Narre Warren East.

    • Major concerns over the impact on the under ground creek that runs through the property and into adjoining pristine water ways which are habitat for many native animals.

    • To accommodate such a large building the site would need to have most of the current vegetation and established trees removed, this is unacceptable.

    • Huge two story building will be completely out of character for the rural area.

    The supporting reports which determine land capability and traffic implications make some seriously flawed and/or unsubstantiated assumptions.

    The CivilTest land capability report assumed only 150 students and 15 teachers. The application, however, states that over 1,200 people will be on-site every day. (1,140 students and 65 teachers.) On this basis and without any access to sewers at the site what are the implications for wastewater and waste solids management.

    Similarly, the traffic report is based on surveying traffic data the day after a long weekend when traffic flows are unlikely to be normal. As a resident of the area, I know that in morning peak the traffic often backs back from the roundabout at Wellington/Belgrave-Hallam Rd all the way to the intersection that was being tested (Wellington/Berwick Rd). This was not mentioned at all in the traffic engineers report.

    The report also assumes that 90% of students will arrive by bus. No attempt was made to either challenge or support that assumption. It was simply taken as read. That begs two questions. a) where do the students that are catching all of these buses live and why isn't the school being built closer to them, and b) if there are local students why is it assumed that they will not arrive by car?

    It is also noted that there are no pedestrian access ways so walking is out, and there are no bike paths and the access roads are all major highways, so cycling of primary aged children (in particular) but children of most ages is also out.

    Thirdly it is noted that the car parking assumption was based on an expectation that parents would essentially arrive in shifts to collect their children from school rather than doing what happens at most schools, everyone arrives simultaneously for afternoon pick-up. This means that there are insufficient car spaces on-site.

    I also acknowledge the many other comments reflecting the impact the proposal would have on the amenity of the area and the need to respect the green wedge zone.
