    Retrospective approvals send a poor message to the community because they encourage work to be undertaken without development consent and/or certain uses commenced without community engagement and regulatory oversight. The secondary dwelling is substantially distant from the road with no motor vehicle access to it as the land is not sites on a corner. Emergency service access to any of its residents, particularly ambulance access to those whose medical circumstance rendered then at the time unable to walk, would be substantially delayed to their detriment. No off street parking appears to be provided for the dwelling.

    It is submitted that retrospective approvals for the conversion be refused and council direct it's owner to cease allowing its use as a dwelling.
