For the LMCC to consider DA-1606/2018 in a positive way defies logic, in my opinion, as the property at 18 Judd Street Mount Hutton backs directly onto the Mount Hutton Primary School and makes it unsuitable for a Group Home (Transitional).

I'm concerned that we do not have any information on the character of the people who will be residing there. This is a very large family neighborhood, with the school and the park there are children around all the time.
Further to not having any information there's some older people who live alone.
For these reasons I object to there being a Group Home in our neighborhood

When approached council refused to give any information concerning this DA because it is a "sensitive situation" that could put the future residents safety at risk. What risk?
The listed owners of this property, have it up for sale, the sign is outside the house and success of this DA will substantially increase the value of the property. Obviously the approved DA will be on-sold with the house. Who is the prospective buyer and why aren't they credible enough to get their own DA after they purchase this property?
What type of group home is this going to be used for? What type of resident will reside there. Council wont say..
This address is in a school zone and the park/play ground both are only a few hundred meters away from 18 Judd St.
All this seems to be underhanded and there are to many unknowns attached to this DA for me to be comfortable, that council has done any due diligence when putting this DA forward.

    LMCC DA-1606/2018,
In regards to my previous comment submitted, I would like to have it withdrawn and deleted

However I would still like to have my objection based on the following •
A Family and Elderly orientated neighborhood, with well utilised sporting ground,
playground and primary school in close proximity to the property.
    • A Quiet area, where the residents feel reasonably safe.& secure at this time.
    • Unknown usage of the property in question

    Thank you

I wish to voice my concern and objection to the proposed Group Home (Transitional) planned for 18 Judd Street Mount Hutton NSW 2290 (DA 1606/2018). This is a totally inappropriate development for this area. It is a quiet neighbourhood located in a school zone; 18 Judd St. backs onto a football ground (used by children all year round) and Mount Hutton Public School. Mulligan Park is located at the bottom of Judd St. (only a couple of hundred metres), and I quote Lake Macquarie City Council’s Manager Community Planning, Wes Hain “The playground at Mullington Park is in a prominent location, along Dunkley Parade, and caters to children between the ages of two and 12 years old”. Due to the secrecy surrounding this DA we the local residents will have no idea what type of people will be housed in the Group Home (Transitional). The secrecy does appear to be suspicious noting when the direct neighbours were advised, and the original closing date for objections fell during the period of school holidays. It seems that Mount Hutton Public School P&C were effectively negated. I’m also aggrieved that only directly adjoining residents were given advise of this DA, I only found out when I met one of my near neighbours at the local shopping centre. I live almost directly over the street from this site All local residents should have been advised, this development has the potential to change the whole character of this neighbourhood, and it’s not like someone wishing to put up a second level on their house which would only affect the privacy of direct neighbours.

I note that with interest that a Crime Risk Assessment has been done for the site, but this assessment is only for the “site” and not for the surrounding area that could be affected depending on what type of people are being transitioned.

The Judd Street is part of a no through road system, Judd, Herd and Deal streets are all narrow dead end roads with a 50 KPH speed limit, and a 40 KPH limit during designated school hours. If as indicated there could be up to 24 residents housed at this facility, and if they all owned motor vehicles where on the local streets are they going to park. The increase in traffic could well be horrendous, at times the parked traffic in Judd Street can be problematic.

24 residents in a house of this size could well be a recipe for disaster especially as those who will be residing there would come from difficult circumstances. Is the LMCC looking to approve a slum?

Lastly this residence has been for sale for some time and would seem to be not very appealing, be it the nature of building or the price the owners are asking. It seems they are now desperate to sell for what ever reasons and this seems a ploy to maximise their return without regard for those living in the area, If this DA is approved the current owners will walk away from our quiet neighbourhood changing its character forever without a backwards glance

I would like to voice my objection and concerns against this developement being approved
The secresy over the charachter and background of the people who will be using this facility is a major concern for the security and safety of local residents
The DA says there could be up to 24 people at one time and a turnaround of about 2 months to stay there so that is a lot of people of unknown character revolving through in a 12 month period. As well 24 people in this house seems a bit of overcrowding . Are these numbers required by the potential buyer to make a profit out of this investment
The location is another point for concern ; It is in a narrow no thru road , 50 kmh and a 40 kmh in school zone times so parking could be a big issue. The property backs onto a sporting field/ tennis courts , the primary school and a couple hundred meters from the recent redeveloped Mullington park. Children of all ages utilise these facilities every day
This is a very quiet area with a mixture of elderly and families so the safety of the elderly and children is a major concern as well as what children may witness if there is an " issue / disturbance" by residents or someone who isn't supposed to know they are there and what effect it might have on the children into the future
All of these concerns affect the local residents but being the next door neighbor and this being a 2 storey house I have grave concerns about the charachter of the residents who will be able to look into my back yard where my grandchildren play and swim quite regularly . My property is fully fenced and locked gate so at the moment it is a safe area for my grandchildren to enjoy the outdoors
In closing the secresy of this DA , the timing of cut off for objections being in the school holidays so P&C couldn't be contacted ( I have applied to council for an extension and it has been granted . 14 days extra to object) seems that the current owners who have applied for the DA and the proposed new purchasers didn't want the local community to know about it and probably don't care how it will affect the neighborhood

I totally agree with all the comment of the previous submission and would like to add my concerns
    • Unknown usage of the property and a concern and council not prepared to divulge
    • A Family and Elderly orientated neighbourhood, where the residents currently feel safe and secure
    • Judd Street is a “dead end” street with a 50km/40km restriction and does not allow travelling cars to pass when cars are parked on both sides of the street
    • There would be congestion in the street at the site of the proposed development (“dead end” of Judd Street) if clients own a car. There would also be visitors and workers cars
    • The increase in cars in our street could be a hazard to our precious children accidents having already occurred nearby at the nearby traffic lights.
    • As the property at 18 Judd Street Mount Hutton backs directly onto the Mount Hutton Primary School and makes it unsuitable for a Group Home (Transitional). There is also a park and playground in the vicinity.
    • Is not Judd Street in The Low Density Housing Zone If so the policy is being breached?
    • Letter from Council dated February 2018 stating the area is bush fire prone and the “requirement to protect your property and the people who occupy it."
    • The occupation of a house with only 2 toilets and bathrooms to service up to 24 occupants would surely be regarded as a health risk
