Pacific Highway Upgrade - Woolgoolga to Ballina - The upgrade of the Pacific Highway between Woolgoolga and Ballina. The southern end of the project would tie-in to the northern end of the Sapphire to Woolgoolga upgrade (about six kilometres north of Woolgoolga) and the northern end would tie-in to the southern end of the Ballina bypass (about six kilometres to the south of Ballina). The project excludes the approved highway upgrades at Glenugie and Devils Pulpit, located between Woolgoolga and Ballina. The key features of the project include: 155 kilometres of four-lane dual carriageways (two lanes in each direction separated by a median); grade separated interchanges at Range Road, Glenugie, Tyndale, Maclean, Yamba Road (Harwood), Watts Lane (Harwood), Woombah (Iluka Road), Woodburn, Broadwater and Wardell; bypasses of South Grafton, Ulmarra, Woodburn, Broadwater and Wardell; bridges over creeks and floodplains, including major bridge crossings of the Clarence and Richmond rivers; service roads and access roads, including overpasses and underpasses, to maintain connections to existing local roads and properties; rest areas at Pine Brush (near Tucabia), north of Mororo Road and north of the Richmond River; heavy vehicle inspection station near Halfway Creek and north of the Richmond River; and the realignment of 500 metres of Picaninny Creek and 200 metres of Eversons Creek.
